What is it?
The Progressive Wage Model (PWM), developed by tripartite committees of unions, employers, and the government, uplifts lower-wage workers' wages. This is achieved through skill upgrades and increased productivity. When employers send their workers for training, they can benefit from cost-savings due to improved productivity.
Since implementation, PWM sectors have raised wages at a sustainable and meaningful pace, without hurting the livelihoods of the lower-wage workers. Workers benefit by mapping out a clear career pathway for their wages to rise along with training and improvements in productivity and standards. At the same time, higher productivity boosts employer profits, and service buyers enjoy improved service standards and quality.
Who it covers?
PWM covers Singapore citizens and Singapore permanent residents (PRs) who are employed under a contract of service (both full-time and part-time) in the following:
- Sectoral Progressive Wages (PWs)
- Cleaning sector
- Security sector
- Landscape sector
- Lift and escalotor sector
- Retail sector
- Food services sector
- Waste management sector
