Behavioural Based Safety (BBS)

Many organisations today have difficulty in improving their safety performance though they have embraced safety initiatives and programmes but did not realize that their workers’ unsafe behaviours at work is the function of the environment (the physical environment, social environment and worker’s experiences) in which it occurs. Studies including research by DuPont has consistently suggest that a vast majority of incidents/accidents in workplaces are the result, in whole or in part, of unsafe acts of employees (both upstream as well as downstream). About 80 to 90 percent of the incidents are a result of unsafe acts rather than unsafe conditions.

The way to improve safety performance excellence, reducing unsafe acts, is to focus on people-based safety by implementing behavioral-based safety (BBS) process and integrating it with the management system to address the critical safety-related behaviors of the work processes/activities/tasks. To effectively design and implement the BBS process employees’ buy-in and involvement, and preparation – BBS roadmap is critical to the success of implementing and sustaining the BBS process. To sustain the behavioral-based safety process, having identified the critical safety related behaviors, sufficient BBS champions, and ongoing data gathering is insufficient as one of the key success factors in BBS is continuous management commitment, participation and involvement of all employees, and using the data gathered to improve the safety management systems. The other contributing factors are defined BBS management structure, sufficient trained and quality observers, timely adequate and quality interventions, and closing all identified gaps. High quality observations between observers and the observed employees, and properly-administered feedback (using coaching techniques) create positive consequences that reinforce safe behavior and change at-risk behavior. Many safety approaches involve observation but not all observation is the same. Effective observers will lead by example as they do not ask their colleagues to do things they are not willing to do themselves.

BBS is about early prediction, early detection and early intervention to prevent any incident and also reduction of risk level. It is a good platform for communication and involves significant workforce participation and concurrently targeting systemic causal factors for at-risk behaviours. The real BBS benefits is beyond injury reduction and is not limited to the following:

  1. Safety performance improvement
  2. Increased employee engagement
  3. Safety Culture change
  4. Build and enhanced relationship between workers and management
  5. Developing trust, respect and open communication in the workforce
  6. Provide an open, feedback-rich culture among the workforce, and
  7. A strong, consistent, timely reaction to discovery of unsafe acts, whether they result in injury or not.
